Default Chandrayaan 3 or 4

Can Chandrayaan 3 bring some kilogrames of materials (Helium 3 or Others) from moon and will be landed in the earth (Landing vehicle)?

Can Landing vehicle(landing to earth) be designed from RLV design?

Default Chandraayan-3

Chandraayan-3 should be a sample return mission, this would test some of the technologys needed for a possible future Manned moon landing.
