Putting a telescope on Moon is not a good idea. It is barely any better than any other surface telescope. It also carries significant weight & overhead if has to be really usable. Keeping telescopes...

I believe ISRO should not be positioning itself...

I believe ISRO should not be positioning itself as the "cheapest" in this service. This may be a lucrative area. But it derails their talented staff's time & energies to something not-so-cutting...
